Yue is flying down toward the end of the Final Judgement. He's not particularily unhappy, I think the little frown is one of concentration.
The cel is completely stuck to the matching sketch. The background is virtual, using color change in Adobe photoshop to approximate a dark sky, even though Yue is flying against a brilliant radiance in the original scene.
