Keith ("Keesu" as Seki-san, Burn's seiyuu pronounces it) is mindspeaking with Burn about how humans had their chance to co-exist peacefully with psychics and now the time has come for the psychics to displace humans.
The cel is scanned against a piece of blue felt for contrast, and because I just thought it looks cool.
