Li was pretty darn effective with the elemental spell cards he had. He managed to subdue some of the Clow Cards too, so that when Sakura captured them, they came to him recognizing him as their 'Master'. Where Sakura uses her wand to activate the magic of her cards, Li uses his sword. Since he's holding it sideways, he's using his elemental cards. Li used a downward motion to activate the Clow Cards.
