Hiiragi reminds me a little of Citan from Xenogears. It's the dark hair caught in a tie and the stupid little glasses for sure, because otherwise, they are nothing at all alike!
I was delighted when I discovered that this cel is from the episode where Gabriolis first appears in the show. In fact, Hiiragi is looking up at Gabriolis with an 'Oh *&^%!" look on his face!
