I haven't lost my mind (well, at least not in this case!), this cel is of Li after he's been switched with Kero courtesy of the Change Card.
In this scene, Li is struggling to hold onto a window sill, having failed yet again to fly using Kero-chan's wings. Li doesn't want to fall into the yard and become a snack for the neighbor's waiting cat!
