Touya has convinced Yue that he truly does wish to give his magic power to Yue -- that he doesn't mind making the sacrifice, as long as it will save Yukito. Touya has only one provision he asks from Yue. Since Touya will no longer be able to watch over and help his little sister, Sakura, he wants Yue to promise that he will do so.
Yue elects to embrace Touya to create the connection between them to take Touya's gift of power. Perhaps Yukito's heart has softened Clow's stern Moon Guardian? Perhaps the feelings Yukito holds for Touya stir within Yue's heart as well?
